Global Alliance for the Rights of Older People

Established in 2011, the Global Alliance for the Rights of Older People was born out of the need to strengthen the rights and voice of older people globally. Today, GAROP is a network of over 400 members in around 85 countries worldwide, united in our work to strengthen and promote the rights of older persons. GAROP is governed by a global Steering Group elected by our members and its work is supported by a Secretariat Coordinator.

WHO WE ARE

The mission of the Global Alliance is to support and enhance civil society’s engagement at national, regional and international levels on the need for a new international instrument on the rights of older persons

The Global Alliance for the Rights of Older People seeks a world in which older persons live free from discrimination and are able to fully enjoy their rights.

Our core values are partnership with, inclusion of, and the promotion of participation by older people in decisions that affect their lives. We respect the rights of all persons regardless of age, race, color, disability, gender, language, religion, sexual orientation, political views, national or social origin, class and birth or property status.

    We will join forces to call on governments to support the full and equal participation of older people and civil society organisations in a new process to draft an international legal treaty (UN convention) to strengthen our rights in older age. This is essential to ensure that the process results in a strong treaty that is truly grounded in the lived experiences of older people in all their diversity around the world.

    From 18-20th February 2026, the first meeting of a new Intergovernmental Working Group will take place in Geneva. This Working Group has been asked by the UN Human Rights Council to draft the new UN convention. During its first meeting, the Working Group will make some crucial decisions about how it will approach and organise its work and how other stakeholders such as older people and civil society will be able to engage.

  • NGO preparation day

    On 3 April, UN Member States in the 58th Human Rights Council session in Geneva adopted a landmark resolution to create a new intergovernmental working group (IGWG) to draft an international legally binding instrument (UN convention) on the human rights of older persons.

    This IGWG will hold its first organisational meeting over three days from 18th-20th February 2026. At this meeting it is expected that Member States will agree on a chair and determine the ways of working and procedures that the IGWG will adopt going forward.

    GAROP and the NGO Committee on Ageing Geneva are planning to organise an NGO preparation meeting all day on Tuesday 17th February at the UN in Geneva. This preparation meeting will be open to all NGOs and you do not need to be a member of GAROP or the NGO Committee on Ageing Geneva to participate.

    This IGWG will hold its first organisational meeting over three days from 18th-20th February 2026. At this meeting it is expected that Member States will agree on a chair and determine the ways of working and procedures that the IGWG will adopt going forward.

    The first and second substantive sessions of the IGWG will be held on:
